WHO Executive Board 136th Session

The 136th session of the WHO Executive Board convened from 26 January to 3 February in Geneva. The agenda for NCDs included reports on the follow-up to the 2014 UN High-Level Meeting on NCDs and the Second International Conference on Nutrition.
 

To support our network in their advocacy with Member States, the NCD Alliance developed a 2-page brief, including points on accountability for commitments made in the 2011 UN Political Declaration and 2014 Outcome Document, the Global Coordination Mechanism for NCDs, 2nd International Conference on Nutrition (ICN2), and WHO Framework of engagement with non-State actors.

Executive Board Decisions
Please note that some of these documents are not the final resolutions/decisions. WHO will update them on the EB website in the comings days.

Agenda item 5.1: Framework for Engagement with Non-State Actors
-The EB decided EB136/CONF./5 Rev.1 regarding the Framework of Engagement with NSAs.
- The decision invites Member States to submit to the WHO Secretariat amendments to the proposed framework, which will be compiled and made available to Member States by 9 March. Argentina will chair an open-ended intergovernmental meeting, which will be held 30 March - 1 April.
- A revised framework will be submitted to the 68th World Health Assembly.

Agenda item 6.1: Outcomes of the Second International Conference on Nutrition
- The EB adopted EB136/CONF./8 Rev.1: Outcome of the Second International Conference on Nutrition

Agenda item 6.4: Follow-up to the 2014 UN NCD Review
- The WHO EMRO Region proposed an “assessment framework” to measure progress on the implementation of the 2011 Political Declaration and 2014 Outcome Document. After lengthy discussions the EB adopts the following text: “Requested the Director General to publish a technical note during the next months on how the Director General will report in 2017 to the UN General Assembly on the national commitments included in the 2014 Outcome Document and 2011 Political Declaration using existing survey tools and taking into consideration existing indicators at global and regional level.”

Agenda item 6.6: Global burden of epilepsy
- The EB adopted EB136/CONF./4 Rev.1: Global burden of epilepsy and the need for coordinated action at the country level to address its health, social and public knowledge implications

Agenda item 10.1: Strengthening emergency and essential surgical care and anaesthesia as a component of universal health coverage
- The EB adopted EB136.R7Strengthening emergency and essential surgical care and anaesthesia as a component of universal health coverage
