With the Millennium Development Goals (MDGs) expiring at the end of 2015, the global health community has a unique opportunity to shape the framework and priorities for the successor development agenda.
Non-communicable diseases (NCDs) – mainly cancer, cardiovascular disease, chronic respiratory diseases, and diabetes – are a major challenge to health and development in the 21st century. They are the leading cause of death and disability worldwide, exacting a heavy and growing toll on the physical health and economic security of all countries.
Collectively, we must ensure that health remains at the heart of the future development agenda, and a framework that accelerates progress towards achieving the current MDGs while fully addressing new health priorities – including NCDs – to realise the vision for a sustainable, healthy future for all.
NCD Alliance Policy Brief on the Post-2015 Agenda
This policy brief sets out the NCD Alliance’s vision for NCDs and health more broadly in the post-2015 development agenda. It includes:
- An analysis of the MDGs from a health perspective
- The rationale for the inclusion of NCDs
- A proposed framework for health in post-2015, including goals, targets, and indicators

A growing burden of non-communicable diseases (NCDs), the rising prevalence of disability, and changing global population demographics (including rapidly ageing populations) together pose some of the greatest challenges to sustainable development in the 21st century. These issues impact on quality of life, diminish human dignity, negate human rights, and threaten to reverse the gains made towards creating and sustaining equitable, healthy human development.
The determination of the post-2015 development agenda affords an opportunity to ensure a future framework that fully integrates NCDs, that goals and targets drive progress for all people including persons with disabilities, and that a lifecourse and rights-based approach underpins all goals and targets to ensure no one is left behind.
Policy Brief on Leveraging Early Life Opportunities for NCDs
In May 2014 the NCD Alliance launched our policy brief “Sustaining Human Development: Leveraging Early Life Opportunities for NCDs,” produced in collaboration with The Partnership for Maternal and Newborn Child Health (PMNCH), the International Society for Developmental Origins of Health and Disease (DOHaD), and NCD Child. The policy brief was launched at a WHA 67 side event “Addressing the NCD Challenge in the Post-2015 Development Agenda: The Lifecourse Approach,” co-hosted by the governments of Malaysia and New Zealand, the NCD Alliance and the World Heart Federation. The policy brief provides the rationale for investing in the early years of life for NCD prevention and control, offers strategic opportunities for interventions and impact, and outlines recommendations for the post-2015 era.
