Four consultations are currently open with implications for NCDs and health in the broader development agenda. The NCD Alliance will be submitting a response on:

1-UN Secretary General’s Synthesis report on Post 2015: Entitled "The Road to Dignity by 2030: Ending Poverty, Transforming All Lives and Protecting the Planet", the report calls upon Member States to take inclusive, agile and coordinated action to develop and adopt an truly transformative agenda, with eradication of extreme poverty at its core. The report highlights the need to reduce the burden of NCDs, mental health illness, and nervous system injuries.

2-WHO framework for action to promote action across sectors of health and health equity: The framework is aimed at supporting national efforts to improve health, ensure health protection, health equity and health systems functioning, including through action across sectors on determinants of health and risk factors of NCDs. The WHO Secretariat has published a WHO Discussion Paper, which is open for web-based consultation until 31 December 2014.

3-SDSN report on Financing for Sustainable Development: The SDSN has produced a report, entitled "Implementing the SDGs through Effective Investment Strategies and Partnerships" to provide a roadmap for the Financing for Sustainable Development discussions in the lead-up to Financing for Development Conference in Addis Ababa, Ethiopia in July 2015. The report, which is open for public consultation until January 15, covers a broad array of issues including public-private partnerships, climate and infrastructure finance, official development assistance and financial regulations. Specifically relevant to the NCD agenda, a call is made to increase domestic resource mobilisation for health, tobacco taxes are listed as an example of an innovative financing mechanism, and the health sector is noted to demonstrate how public-private partnerships can be organized and provide lessons for other sectors of the SDGs.

4-Global Financing Facility for RMNCAH: A Global Financing Facility (GFF) is being developed in close collaboration with stakeholders across a range of sectors working in the areas of reproductive, maternal, newborn, child and adolescent health. The GFF will support countries in their efforts to mobilize additional domestic and international resources required to scale up and sustain essential health services for women, children and adolescents. The NCD Alliance response highlights the economic and social benefits of including NCDs in the program, and encourages the GFF to ensure NCDs are an essential component of any plan. The consultation closes tomorrow, 12 December.
