WHO has released a Discussion Paper on the Draft Terms of Reference for a Global Coordination Mechanism for NCDs. The paper is available online, and provides the basis for a WHO online consultation until October 30th. The Discussion Paper is framed around seven overarching questions to guide responses from Member States, UN agencies, NGOs and relevant private sector entities.

On 14th August, the NCD Alliance and many of our partners attended the WHO Informal Dialogue with NGOs to discuss the ‘’Draft Terms of Reference for a Global Coordination Mechanism for NCDs.’’ The official documents and presentations from the meeting can be found here. The WHO Discussion Paper on the GCM is open for consultation until 30th October. However, the WHO Secretariat is encouraging NGOs to send in their submissions by Monday 2 September, ahead of the WHO Regional Committee Meetings.

The NCD Alliance plans to submit our detailed submission on the GCM by this earlier deadline and will be uploaded here.

The timeline for this consultation is as follows:

25 July - 30 Oct 2013: WHO online consultation, open to Member States, UN organisations, relevant NGOs and selected private sector entities. Email submissions and comments to ncdmonitoring@who.int.

11-12 Nov 2013: WHO Consultation Meeting with Member States in Geneva to compelet and agree upon the ToRs of the GCM. NGOs may be able to attend this meeting as observers.

20-25 Jan 2014: The 134th session of the WHO Executive Board will consider a report of the Consultation.

19-24 May 2014: The 67th World Health Assembly will consider a report of the Consultation, along with the recommendations of the EB134.
