Supporting national and regional policy and advocacy wins

Since 2017, the Advocacy Institute has fostered impactful advocacy across 29 countries and seven regions—proving that local action can fuel global change. Through capacity-building, tailored support, and strategic partnerships, we help alliances strengthen their voice, drive policy change, and connect national efforts to the global NCD movement.

Three tracks, tailored for impact

Across three dynamic tracks the Advocacy Institute meets NCD alliances where they are in their advocacy journey.

Strengthening emerging NCD alliances in countries where they are nascent or non-existent by helping them build strong coalitions, develop strategic advocacy plans, and lay the groundwork for effective long-term policy engagement.

Building local capacity to advocate
A comprehensive, tailored approach designed to equip NCD alliances with the knowledge, skills, resources, and networks to drive impactful local and national advocacy.

Structured online training covering advocacy strategies, campaign planning, coalition building, and thematic policy areas (such as financing, UHC, NCD prevention).

Continuous expert guidance, mentoring, and resources—customised to local contexts and advocacy needs.

Collaborative exchanges and case-study sharing, enabling alliances to learn directly from each other's experiences.

Financial resources paired with practical guidance in project development, planning, delivery, and management—empowering alliances to effectively implement advocacy initiatives.

Three phases of impact from 2017

  • Seed Programme: Supported 9 alliances. Of these, 6 were newly formed during the programme period.
    • Participating Alliances: Healthy Philippines Alliance, NCD Alliance Indonesia, NCD Alliance Myanmar, NCD Alliance Nigeria, Egyptian NCD Alliance, Ghana NCD Alliance, Malaysian NCD Alliance, Mozambican Alliance for the Fight Against NCDs, Vietnam NCD Alliance​.
  • Accelerator Programme: Supported 5 established alliances.
    • Participating Alliances: ACT Health Promotion (Brazil), Healthy India Alliance, Mexico Salud-Hable Coalition, South African NCDs Alliance, Colombian Table for Advocacy on NCDs​.

Seed Track: Supported 5 alliances. Of these 4 formally registered as legal entities.

  • Participating alliances: Africa NCDs Network (regional), Bangladesh NCDs Forum, NCD Alliance Malawi, Nepal NCD Alliance, Senegal NCD Alliance.  

Accelerator Tracks (2 thematic programmes):

  • NCDs and Universal Health Coverage (UHC): Supported 10 alliances (Egyptian NCD Alliance , Consortium of Ethiopia NCD Associations, Ghana NCD Alliance, Healthy India Alliance, Kenya NCD Alliance, Mexico Saludhable Coalition, NCD Malaysia, Rwanda NCD Alliance, Tanzania NCD Alliance, Vietnam Technical Working Group on NCD Prevention and Control) .
  • NCD Prevention: Supported 4 alliances (Ghana NCD Alliance, Healthy India Alliance, Mexico Saludhable Coalition, Healthy Philippines Alliance). 

  • Seed Track: Supporting 3 alliances: Nepal, Georgia, Cameroon​.
  • Accelerator Track: Supporting 5 established alliances: Ghana, Malawi, Mexico, Rwanda, Tanzania​.
  • Regional Track: Engaging 6 regional alliances in Latin America, Caribbean, Africa, Eastern Mediterranean, and Southeast Asia.

Supporting NCD civil society action during COVID-19 and recovery

In response to the COVID-19 pandemic, the NCD Alliance launched the Civil Society Solidarity Fund on NCDs and COVID-19—a first-of-its-kind initiative supporting national and regional alliances to amplify advocacy, ensure continuity of care, and elevate the voices of people living with NCDs. 

Since 2020, the Fund has awarded grants to nearly 40 alliances worldwide, with a focus on low- and middle-income countries. Now in its second year, the Fund continues to drive recovery, resilience, and inclusive health systems by strengthening NCD civil society when it's needed most.

Local Impact

Tanzania civil society celebrates signing of Universal Health Insurance bill into law

After years of advocacy by the Tanzania NCD Alliance (TANCDA) and national civil society, the country’s Universal Health Insurance bill was signed into law on 6 December 2023. This law protects the right to health services for all Tanzanians, regardless of ability to pay, and can be considered an inspiring example. The legislation was passed unanimously, reflecting a collective commitment to healthcare reform.

Local Impact

Trans Fats Ban in Mexico 

Thanks to sustained advocacy by Mexico Salud-Hable, a long-term participant of the Advocacy Institute since 2017, Mexico achieved a major public health victory in 2023.

A landmark law entered into force in September, limiting industrially-produced trans fatty acids (iTFAs) to a maximum of 2% of total fat and banning partially hydrogenated oils—the main source of iTFAs—from all foods and drinks in Mexico.

Mexico Salud-Hable’s continuous advocacy, supported through the Advocacy Institute, was instrumental in driving this significant policy change, which will protect millions of lives and establish a model for NCD prevention across the region.​
