Call for Bids to Host the 5th Global NCDA Forum

The Global NCD Alliance Forum is NCDA’s flagship convening platform, held every two-three years, strategically timed ahead of key global advocacy moments/processes. 

It brings together representatives from civil society, youth, lived experience advocates, governments, UN agencies, and partners to promote knowledge exchange, share good practice and strengthen the global NCD movement and NCD advocacy action. NCD Alliance is calling to receive Expressions of Interest to host the 5th Global NCD Alliance Forum in 2028. 

Regional eligibility

This call is open only to organisations based in eligible low- and middle-income countries (LMICs) in the following regions:

  • Latin America (excluding CARICOM countries)
  • Asia-Pacific, including South-East Asia and Western Asia

This regional focus supports the planned rotation of the Forum across regions, following earlier editions hosted in EMRO and AFRO regions. It also reflects NCDA’s commitment to strengthening leadership, visibility,and long-term impact where the Forum can make the greatest difference. 

Applications from high-income countries or from regions outside those listed above will not be considered. Full eligibility criteria, including country classifications and regional definitions, are outlined in the Bid Guidelines below.

About hosting the Global NCD Alliance Forum

The 2028 Forum will be the fifth Global NCDA Forum and will build on the legacy of previous editions held in Sharjah (2015, 2017, 2020) and Kigali (2025).

Hosting the Forum offers an opportunity to:

  • Showcase regional leadership on NCDs
  • Strengthen national and regional civil society capacity
  • Advance advocacy aligned with the Sustainable Development Goals
  • Leave a lasting policy and movement-building legacy

The Forum is expected to convene 700–800 delegates from across civil society, governments, UN and multilateral agencies, academia, and other relevant stakeholders.

Expressions of Interest may be submitted only by:

  • A national NCD alliance acting as lead applicant
  • Based in an eligible LMIC in Latin America or Asia-Pacific
  • With demonstrated convening, organisational, and advocacy capacity

Government and city-level support are required as part of the bidding process.

The Expression of Interest is the first stage of the bidding process and allows NCD Alliance to:

  • Identify potential host organisations and destinations
  • Assess eligibility and strategic alignment
  • Shortlist applicants to submit a full bid

Shortlisted applicants will be invited to submit a comprehensive proposal and participate in site inspections.

Timelines and Key Dates 

The selection process for hosting the 5th Global NCD Alliance Forum in 2028 will follow the timeline below. Full details are available in the Bid Guidelines.

  • Call for Expressions of Interest opens: February 2026
  • Deadline for Expressions of Interest: 15 April 2026
  • Full bid submission (shortlisted applicants): End of May 2026
  • Site inspections in shortlisted cities: June–August 2026
  • NCDA assessment and internal decision: August–September 2026
  • Public announcement of Forum host: September–October 2026
  • 5th Global NCD Alliance Forum: Q4 2028
