NCD prevention and control is vital to achieve SDG3 on good health and well-being, but despite global political commitments progress has been insufficient and uneven. Civil society is a critical partner in driving progress and the NCD community can learn lessons from colleagues around the world to better advocate for the adoption and implementation of effective NCD prevention and control policies.
In the context of the COVID-19 pandemic, we are seeing new challenges and priorities that require each organisation to adapt its advocacy activities. To support our members, the NCD Alliance is proud to launch the Peer-Learning Advocacy Network (PLAN), a platform for NCD civil society members to:
- Coordinate advocacy strategy and actions from the NCD community on specific policy areas at global, regional, and national levels.
- Promote knowledge exchange of barriers to and enablers of factors underpinning effective NCD prevention and control policies and legislation.
- Support implementation of NCD Best Buys and UHC packages via civil society advocacy.
- Strengthen civil society coalitions.
The deployment of the PLANs will kick off in the second and third quarters of 2020 with a ‘PLAN on NCD Prevention’ and a ‘PLAN on an Inclusive NCD Agenda’.
PLAN on NCD Investment
The PLAN on NCD Investment will serve as a platform for NCDA members to share and exchange knowledge on the NCD financing and investment gap, the relevant financing mechanisms, and key advocacy opportunities. The aim is to align the common understanding of the resource gaps and needs across the NCD community and ensure that we are making steady steps in our investment advocacy efforts at the global, regional and national levels.
PLAN on NCD Prevention
The PLAN on NCD Prevention will explore and learn from colleagues’ experiences advocating NCD prevention measures with an emphasis on modifiable risk factors for NCDs - particularly unhealthy diets, alcohol use, tobacco use, air pollution and physical inactivity - and the WHO Best Buys and other recommended interventions. To support civil society advocacy strategies and increased implementation of measures to prevent NCDs and promote health, participants will share NCD prevention-relevant updates and engagement opportunities, and insights into success factors and challenges such as leveraging policy windows, lessons across risk factors, and countering unhealthy commodity industry tactics.
PLAN on an Inclusive NCD Agenda
The PLAN on an Inclusive NCD Agenda will allow participants to advance advocacy efforts for tackling NCDs in a comprehensive manner, including NCDs not captured in the ‘5x5’ approach and addressing NCD co- and multimorbidity. This PLAN will also explore potential solutions through the integration of NCD prevention and control in national UHC packages.
NB - The PLANs are secure and safe spaces with defined principles of engagement. Participation in the PLANs is subject to these principles and review on a regular basis.
