WHO Global NCD Action Plan 2013-2020

After months of consultations with relevant stakeholders and lenghty discussions at the 66th World Health Assembly in May 2013, Member States endorsed the Global Action Plan for the Prevention and Control of NCDs 2013-2020 (GAP).

The GAP was created with the vision of “a world free of the avoidable burden of noncommunicable diseases” and is a critical component of the global NCD architecture and a clear roadmap for action to reach the global targets by 2025.The Global Action Plan is framed around six objectives with actions for Member States, the WHO Secretariat and international partners (including NGOs). Moreover, the GAP contains a number of important appendices, including Appendix 3 - a non-exhaustive “menu of policy options and cost-effective interventions for NCDs” that Member States are encouraged to implement.

The Objectives

1. To prioritize NCD prevention and control in global, regional and national agendas and international development goals through strengthened international cooperation and advocacy
2. To strengthen national capacity, leadership, governance, multisectoral action and partnerships to accelerate country action in the prevention and control of NCDs
3. To reduce modifiable risk factors and underlying social determinants for NCDs through the creation of health-promoting environments
4. To strengthen and orient health systems for the prevention and control of NCDs and the underlying social determinants of health through people-centered primary health care and universal health coverage
5. To promote and support national capacity for high-quality research and development for the prevention and control of NCDs
6. To monitor the trends and determinants of NCDs to evaluate progress in their prevention and control

Action Plan Indicators

As part of the resolution to endorse the GAP 2013-2020, Member States agreed to further develop a set of action plan indicators (APIs) to monitor the implementation of the GAP 2013-2020. Member States agreed a set of action plan indicators which was adopted at the 67th World Health Assembly in May 2014.
