The UN High-Level Meeting on NCDs is just three months away, and this week is an opportunity to share civil society priorities for the outcome of the HLM on NCDs and encourage Heads of State and Government to attend the HLM and commit to action on NCDs at the highest level.

The zero draft elements paper for the outcome of the UN High-Level Meeting on NCDs (UN HLM) was presented to Member States in New York on 7 June, and outlines elements for the outcome of the UN HLM on NCDs that Member States will use as a starting point for negotiations.

The zero draft contains some strong elements based on the report of the WHO Independent High-Level Commission on NCDs, including the involvement of civil society and people living with NCDs, the integration of mental health in the NCD response, links to UHC, and the need for follow up and accountability.

Ahead of the negotiations, NCD Alliance conducted an analysis of the zero draft elements paper and made comments on the proposed language, identified gaps, and suggested revisions. The analysis received over 140 comments from members of our network, and the final version represents a comprehensive document that incorporates all comments received.

In addition, NCD Alliance developed priority recommendations that sets out civil society's overall vision for the outcome document of the HLM along six key areas:

1. Reinvigorate political leadership to accelerate the NCD response
2. Put people first in the NCD response
3. Scale up sustainable and smart financing for NCDs
4. Balance prevention and health systems strengthening for NCDs
5. Constructive engagement with the private sector
6. Follow up and accountability
