These are preliminary comments on the draft bureau’s text of the WHO Pandemic Agreement for consideration by the Intergovernmental Negotiating Body in April 2024 prepared by NCD Alliance, FDI World Dental Federation, Union for International Cancer Control (UICC) and World Heart Federation. 

The NCD Alliance welcomes the retained commitment to equity in the latest draft of the report, as well as continued reference to advancing the achievement of universal health coverage in paragraph 12 and in Articles 1(i) and 6.1. We remain concerned, however, that the definition of “persons in vulnerable situations” fails to adequately capture those who may be at greatest risk and likely to suffer the greatest impact of any future pandemic.
