Peer Learning Advocacy Network

The Peer Learning Advocacy Networks (PLAN) are an initiative facilitated by the NCD Alliance to allow strategic exchanges between members and NGO partners establishing feedback loops between global and national level advocacy.

The PLANs involve only civil society organisations within the NCD Alliance network, providing a safe space to share information, advocacy strategies and actions in specific policy areas and to exchange lessons learnt from other colleagues in the NCD space in order to increase our chances of success.

The NCD Alliance (NCDA) launched the PLAN platform in 2020 to respond to the new challenges and priorities accentuated by the COVID-19 pandemic, which has required NCDA and its member organisations to adapt advocacy efforts accordingly. The need for NCD prevention and control measures has proven to be critical more than ever in order to build resilient health systems and achieve the SDG3 on healthier populations; and civil society is a critical partner to secure this impact. The PLANs aim to:

  • Coordinate advocacy strategy and actions from the NCD community on specific policy areas at global, regional, and national levels;
  • Promote knowledge exchange of barriers to and enablers of factors underpinning effective NCD prevention and control policies and legislation;
  • Support implementation of NCD Best Buys and universal health coverage (UHC) packages via civil society advocacy;
  • Strengthen civil society coalitions.
     

NCDA has established two PLANs: the PLAN on Prevention and the PLAN on An Inclusive Agenda.

 

The PLAN on Prevention explores and allows peer learning through colleagues’ experiences advocating NCD prevention measures with an emphasis on modifiable risk factors for NCDs - particularly unhealthy diets, alcohol use, tobacco use, air pollution and physical inactivity - upstream determinants, and cross-cutting issues, including opportunities around the WHO Best Buys and other recommended interventions.

The PLAN on An Inclusive NCD Agenda allows participants to advance advocacy efforts for tackling NCDs in a comprehensive manner, including NCDs other than the major conditions and addressing NCD co-and multimorbidity. As the world aims to build back better from COVID-19, there is an opportunity to develop the current commitments and agenda recognising the need for integrated care and a lifecourse approach to NCD prevention and care.

The PLAN on NCD Investment will serve as a platform for NCDA members to share and exchange knowledge on the NCD financing and investment gap, the relevant financing mechanisms, and key advocacy opportunities. The aim is to align the common understanding of the resource gaps and needs across the NCD community and ensure that we are making steady steps in our investment advocacy efforts at the global, regional and national levels.

NCDA full and associate members are invited to nominate up to two representatives from their organisations to take part in each PLAN, and will be actively engaged in the development of other Peer Learning Advocacy Networks.
