Peer Learning Advocacy Network on NCD Investment

This PLAN focuses on the NCD financing and investment gap, the relevant financing mechanisms, and key advocacy opportunities.

Background

Worldwide, at least 1.7 billion people (22%) are living with one or more noncommunicable diseases (NCDs). NCDs now represent 7 out of the major causes of death worldwide, and cut short over 40 million lives every year. Despite the unparalleled global burden of NCDs, the NCD response has been chronically underfunded at both the global and national levels. The total funding allocation for NCDs falls short of 2% of the overall Development Assistance for Health (DAH) as of 2019.

The burden of NCDs affects billions of lives and strains health systems, but also perpetuates poverty and impedes economic development. Over 100 million people are driven into poverty each year due to out-of-pocket payments for health treatment and care, with a significant portion of these expenses coming from NCDs. There is a need for a transformative approach to financing the NCD response, to mobilise dedicated substantial funding capable of reducing the global burden and meeting prevention and care needs.  

The NCD community has over the past few decades generated a great wealth of data and knowledge on global burden and key prevention and care strategies and policies. However, a knowledge gap still exists on the financing and investment needs. It has been well established that more robust research is needed to generate accurate figures on the actual cost imposed by NCDs and the resources required for an equitable NCD response at the various levels.  

The PLAN on NCD Investment will serve as a platform for NCDA members to share and exchange knowledge on the NCD financing and investment gap, the relevant financing mechanisms, and key advocacy opportunities. The aim is to align the common understanding of the resource gaps and needs across the NCD community and ensure that we are making steady steps in our investment advocacy efforts at the global, regional and national levels. The platform will: 

  • Promote knowledge exchange around the NCD financing and investment gap, through sharing case studies, best practices, and other knowledge materials that would increase the collective capacity of the NCD community to conduct effective advocacy to mobilize resources at the different levels. 
  • Coordinate advocacy strategies and actions from the NCD community on financing and investment, through aligning goals, targets, priorities, and asks. 
  • Create strong linkages and bidirectional flow of knowledge and action between global and national levels.  

NCDA full and associate members are invited to nominate up to two representatives from their organisations to take part in each PLAN, and will be actively engaged in the development of other Peer Learning Advocacy Networks. Nominate your representative(s)!
