NCD Alliance’s submission to the first WHO consultation on the updated Appendix 3 of the Global action plan for the prevention and control of NCDs 2013–2030.

The NCD Alliance (NCDA) thanks and commends WHO for preparing the first draft of the 2022 updated Appendix 3 of WHO’s Global action plan for the prevention and control of noncommunicable diseases (NCDs) 2013–2030 (hereinafter ‘Appendix 3’), and appreciates the opportunity to submit comments.

In our response, we commend the current strengths of the updating process, and share some general reservations and recommendations on both the methodology and content of the first draft, namely:

  • More information on the methodology of this update, the use of healthy-life year (HLY) unit is needed, and the methodological limitations is needed
  • It is important to name Appendix 3 and retain the concept of NCD ‘best buys’
  • NCD cost-effective interventions should be recognized as key elements for the resilience and recovery agenda
  • Recommended interventions should reflect the scope of their analyses
  • The role of public regulation in reformulation and trans-fat elimination must be clearly stated in the updated Appendix
  • Appendix 3 needs to be consistent across sections
  • Appendix 3 needs to reflect the evolving NCD agenda
  • The consultation and updating processes need to be strengthened

The second consultation is expected from 25 July to 21 August 2022, with an opportunity to provide verbal comments via a live informal consultation with non-State actions in official relations with WHO on 19 September.
