    This briefing paper aims to inform Member States about the crucial opportunity of the 2019 UN High-Level Meeting on Universal Health Coverage (UHC HLM) and the need to ensure that the prevention and control of noncommunicable diseases (NCDs) is included as an element of UHC in the outcome document of the UN HLM. These priorities complement the asks outlined by UHC2030.

    This policy brief is an update to the NCD Alliance’s 2014 brief UHC and NCDs: A mutually reinforcing agenda, and reflects the developments in both the NCD response and UHC agenda since the adoption of the 2030 Agenda for Sustainable Development and the SDGs5. It makes the case for including NCDs in national UHC benefit packages in order to fully achieve the 2030 Agenda target of healthy lives and well-being for all at all ages.

    This brief looks at the need to integrate health into climate policy – in terms of adaptation and resilience of health systems, but also co-benefit solutions which are crucial for human and planetary health. It was developed by members of health civil society including representatives from the Climate and Health Alliance (Australia), McGill University, the Royal Australasian College of Physicians, the NCD Alliance, Queensland University of Technology, the World Medical Association, the World Organization of Family Doctors and others, coordinated by the Global Climate and Health Alliance.

    Air pollution is the world’s largest single environmental health risk, and a leading risk factor for NCDs. According to the WHO, air pollution causes 7 million deaths every year worldwide. Of these deaths, about 80% are from NCDs, making the number of NCD deaths due to air pollution comparable to mortality due to tobacco use. Air pollution negatively affects quality of life for all, and in particular for billions of people living with NCDs.
