The Third International Dialogue on Sustainable Financing for NCDs and Mental Health, originally scheduled for 2–4 September 2026, has been rescheduled for 16–18 February 2027 in the Philippines.

Hosted by the Government of the Philippines in collaboration with the World Health Organization and the Asian Development Bank, the Dialogue will focus on translating political commitments on NCDs and mental health into practical reforms across financing, procurement, regulation and service delivery.

The Dialogue will focus on translating political commitments on NCDs and mental health into practical reforms across financing, procurement, regulation and service delivery. Discussions will address priorities including stronger financial protection, strategic purchasing, universal health coverage and equitable access to essential medicines.

The meeting will also explore opportunities arising from the 2026 transition to generics and biosimilars for several high-impact medicines, and how these changes can help improve affordability and access, particularly in low- and middle-income countries.

Expected outcomes include a Manila Declaration on Sustainable Financing and Health System Reform for NCDs and Mental Health, a regional initiative on access to NCD medicines, and practical guidance to support countries in implementing sustainable financing reforms.
